Building Commissioning Documents

The "Facilities Commissioning Specification" is a CSI-formatted generic specification section that specifies the Contractor's requirements related to the full commissioning process. This specification should be used for new buildings and major renovation projects. During design, the University's Commissioning Agent will make this specification project specific and will give the specification to the Architect/Engineer for inclusion in the Project Construction Specifications.

The "Facilities Commissioning For Small Projects Specification" is a CSI-formatted generic specification section that specifies the Contractor's requirements related to the commissioning process for small renovation projects. During design, the University's Commissioning Agent will make this specification project specific and will give the specification to the Architect/Engineer for inclusion in the Project Construction Specifications.

The "Generic Sample Commissioning Manual" is the basis for the project-specific Commissioning Manual that must be completed as part of the commissioning process. The “Sample” manual is normally incorporated as a reference document in the Project Construction Specifications on large projects. At the beginning of construction, the University's Commissioning Agent will make this manual project specific and will give the manual to the Contractor. The Contractor together with the Commissioning Agent will complete the project-specific manual by gathering the requested information and performing the specified commissioning tasks.

Before a new unit substation can be energized, dozens of requirements must be completed in advance to ensure personnel and equipment safety. These requirements are identified in the project specifications, on the project drawings, in the Michigan Building, Electrical and other Codes, in electrical national standards, in OSHA regulations, and in University of Michigan operational procedures. “Unit Substation Energization Requirements” compiles these requirements into one list for the benefit of Construction Managers and Contractors to reduce last minute surprises and energization delays. 

Building Commissioning Procedures

The “Building Commissioning Procedures” define specific processes for performing commissioning activities on University projects.

Procedure 7.3 "Commissioning Reports" defines the process for producing Commissioning Reports. Commissioning reports must be issued periodically throughout the construction of a project. In addition, a Final Commissioning Report must be issued soon after Substantial Completion of the project.

Generic Commissioning Forms

The “Generic Commissioning Forms” are examples of the commissioning forms that must be developed and completed as part of the commissioning process. The test and check sheets like these will be made project specific by the Commissioning Agent and will be distributed to the Contractors. The Contractors must complete these forms and file them in the project-specific Commissioning. The administrative forms should be used by the Commissioning Agent to manage the commissioning process.

The folder "Progress Check Sheets" contains approximately 100 generic progress check sheets that track the progress of systems and equipment from submittal phase through installation, pre-start checks, start-up, functional testing, and final acceptance. These sheets should be used to develop the project-specific progress check sheets required to commission a project.

The folder "Pre-Start Check Sheets" contains approximately 50 generic pre-start check sheets that document that systems and equipment are completely and properly installed prior to start-up. These sheets should be used to develop the project-specific pre-start check sheets required to commission a project.

The folder "Functional Test Sheets" contains approximately 50 generic functional test sheets that document the process for functionally testing systems. These sheets should be used to develop the project-specific functional test sheets required to commission a project.Manual

The folder “Administrative Forms” contains forms that should be used to quote and invoice for commissioning fees, and to produce commissioning reports.
